How to become a member – forms

Objectives / Mission


The specific objectives, related to the region and industry profile, are as follows:

  • supporting SMEs with domestic capital to develop own products / technologies, with high added value;
  • increasing the value of investments in the IT&C industry in the North-Eastern Region;
  • increasing innovation and RDI activities in Region, so that all four universities will be classified in the first group of value for the romanian universities;
  • increasing the number of employees in the IT&C sector in the Region;
  • supporting the development of new SMEs in order to diversify their activities to high added value sectors and support for technology transfer;
  • increasing the employment of the active population in the field of IT&C through appropriate training and specialization programs, including by curricular adaptation of the Bachelor’s and Master’s specializations to the requirements of the business environment in the Region;
  • increasing the volume of trade relations and interactions between members in order to capitalize on local products/technologies;
  • providing support and technical support to cluster members to access new customers, new markets, and marketing and internationalization to increase exports;
  • support to integrate the principles of sustainable, sustainable and intelligent development into the development of cluster companies.


The overall vision of the EURONEST Regional Innovative Development IT&C HUB’s Strategy is based on the desideratum of the North-East Region’s competitiveness growth through: (1) supporting the development of a sector that has not only one of the highest innovation potential but also the advantage that it is indispensable to the smart development of all other economic sectors (the infrastructure of the future), (2) as well as by making new investments and technology transfers, and (3) by intensifying the collaboration between RDI / universities and IT&C companies for the development of joint fundamental, industrial or experimental projects research.

EURONEST Regional Innovative Cluster IT&C HUB will be one of the most dynamic clusters on the eastern border of the European Union, a promoter of a sustainable, intelligent and inclusive economic model, which optimally leverages the local and regional resources, transforming the North-Eastern Region in an area of IT&C and applied research under the motto We make IT in North-Eastern Romania!


EURONEST Regional Innovative Cluster aims to work on the basis of the concept of place based competitiveness, capitalizing the specific opportunities in the North-East Region in terms of qualification of the labor force and concentration of the providers of higher education, transforming them into local advantages within an integrated framework.

Consequently, based on proximity, the following SMART strategic objectives were outlined:

  • capitalize on the IT&C potential and increase the competitiveness of the IT&C sector both at regional and national / international level by creating products / processes / technologies / own systems, added value and innovation, resulting in an increase in the cumulated turnover of the present and future members of Cluster;
  • facilitating the generation of own products and implementing innovation to existing products / processes by increasing the quality of qualified human resources and stimulating research and technology transfer;
  • increasing company mergers in supplier chains and promoting cluster’s image to internationally brand.

Who We Are


The cumulated turnover of IT&C SMEs at the level of the EURONEST Regional Innovation Cluster IT & C Hub was approx. 17.3 million EUR in 2010, followed by a slight increase of 1.57% in 2011, reaching, in 2012, more than 21.6 million EUR.

From the perspective of the average number of employees, the evolution was similar to the turnover trajectory, with a jump of approx. 18% in 2011 and an apparent regression in 2012 (-1.3%), when it was registered at the level of SMEs within EURONEST Regional Innovation Cluster IT&C Hub, a total number of 447 employees. It should be noted, however, that many of the companies in the field choose to collaborate, for their projects, with short-term experts employed based of a civil service contract (AP) for which there is no estimation.

La aceste cifre se adaugă personalul membrilor de tip universități/organizații de cercetare-dezvoltare-inovare, care se ridică la aprox. 4.829 angajați (cf. datelor pentru 2012), ale căror venituri cumulate s-au ridicat în 2012 la peste 560 milioane lei, în creștere cu 12% față de 2011. Pentru anul 2013 se estimează o creștere cu minimum 15% a numărului de anagajați, tendință care se estimează că se va menține și în 2014, cu un salt până la 20-205%.

To these numbres is added the staff of the universities / research-development-innovation organizations, amounting to approx. 4,829 employees (according 2012 ‘s data), whose cumulative revenues amounted to over 560 million lei in 2012, up 12% compared to 2011. For 2013, an increase of at least 15% is estimated for the number of employees , a trend that is expected to continue in 2014 with a jump of up to 20-205%.
From the perspective of exports, two categories of companies operate within cluster: multinational subsidiaries whose export activity is overwhelming (70% -90%) and companies with Romanian capital whose export orientation is oscillating. However, the development plans for the next period show a growing export trend, even for those companies that have not reported exports at all in recent years. Cumulated, the value of exports in 2011 amounted to 18.024.975 lei, and in 2012 to 16.270.105 lei, registering a slight decrease (of 9,7%). For 2013, the value of exports reached 16.668,85 lei. The growth trend over the 2011-2012 period will continue in 2014-2015. On average, in 2011 and 2012, the export value of cluster members was approx. 22% of turnover. Cumulative, however, it is forecast that in 2014-2015 the export indicator will have an upward trend, with an average annual growth rate of 20-25%.

The technology investments of the cluster companies also experienced an upward trend after the effects of the economic crisis blurred. Thus, if in 2011 they amounted to 8.035.173 lei, in 2012 they reached 5.615.549 lei, while for 2013 and 2014 were estimated investments about 7 million lei/year. Of the total investments made in 2011 and 2012, technology investments accounted for approximately 30%, while in 2013 and 2014, they accounted for 40% of the total. Significant amounts of investment were made by cluster universities.

Expenditure on RDI activities has seen an upward trend in cluster companies and universities, although there is still a significant gap between public and private spending in RDI.


Founded in 2013 as field of development focused on research, innovation and IT services, EURONEST Regional Innovative Cluster IT&C HUB brings together profile companies in the North East Region (2000+ employees), 4 higher education and research institutions, local public authorities and non-governmental organizations / external facilitators with relevant experience / tertiary service providers on the value chain.
EURONEST Regional Innovative Cluster IT&C HUB aims to contribute to promotion and positioning, placement) of Romania and, in particular, of North East Region as follows:
• A competitive European provider of IT&C services and technologies and,
• Equally, as a priority European destination for research-development-innovation projects of major international companies,
thus capitalizing both of the skills of the local companies and of the human resources specialized in this field.
Compared to the geographic coverage, the number of founding members, the number of adherent members and the development potential, the EURONEST IT&C Cluster is expected to be the second nationwide, after Cluj-Napoca, dedicated to the IT&C industry too.
